Hailing from a family that has been involved in Texas politics for over 100 years, the Beaumont, Texas born and raised Combs ran for a spot on the County School Board at age 20 where he served for eight years.

Combs continued his public service career with the Beaumont Chamber of Commerce, where his first position was Director of Public Private Partnerships. He later spent over 10 years in public office as City Councilman and Mayor Pro-tem for the City of Beaumont.

He later co-founded a non-profit organization called the Bid Resource Center, the second organization in the U.S. (and first in the Lone Star State) to help small businesses get government contracts. As Executive Director of that organization, he helped local companies survive a crash in the big oil industry, securing contracts and millions of dollars in job training.

Combs also held the position of Homeless Programs and Housing Coordinator for the City of Houston. In this position he helped secure, supervise and monitor over 30 million dollars in temporary, transitional, and permanent housing construction and operations contracts.

Combs served as District Director and Chief of Staff for two members of Congress. directing all programs between the congressmen and the communities they represent.
